[*] Scope of Service:

(1) Vendor needs to provide facilities master plan service to the government authority located in Signal Hill, CA.         
- Phase I: Facility Condition Inspection
The selected consultant will physically inspect each facility listed in Exhibit A and note any
physical and operational deficiencies. Each building inspection shall include but is not limited to:
•    Site Systems (Fencing, lighting, parking area, grounds, drainage)
•    Building Exterior Components (exterior walls, windows, and doors)
•    Roof System
•    Solar Panel Systems
•    Mechanical/HVAC Systems
•    Electrical System   
•    Plumbing System
•    Security Systems
•    Fire Systems
•    Interior Finishes (walls, floors, ceilings, food service spaces and equipment)
- Phase II: Facility Evaluation Report
The second phase of the Facilities Master Plan will consist of preparing a comprehensive report
detailing the inspection findings during Phase II. At minimum, each facility shall include the
following information.
A. Facility Inventory
-Consultant shall develop an inventory of all building systems at each facility.
Each system component shall be quantified as whichever measurement is most
appropriate. The inventory shall include a detail description of all parts of each
system. The inventory shall include, at minimum, the following information and
any additional pertinent information required by the City to manage and maintain
the systems at each facility.
o Site Systems
o Building Exterior Components
o Roof System
o Solar Panel Systems
o HVAC
o Electrical
o Plumbing
o Security System
o Fire System
o Interior Finishes
-Consultant shall provide updated schematics of each system at each facility.
(2) All question must be submitted no later than September 29, 2023.
